feat: kubo 0.40, electron 40 (#3115)

* feat: update kubo to 0.40.0-rc2

* feat: update electron to 40.x

* feat: update electron-builder to 26.8.1 and electron-updater to 6.8.3

updated app-builder-lib patch to 26.8.1: the azureSignOptions schema
still defines publisherName as a plain string, but ipfs-desktop uses
an array of publisher names for auto-update compatibility across
certificate changes.

* feat: update kubo to 0.40.0
