Add a tutorial on how to set up a reframe server with an IPFS node for publishing index into IPNI

We do have a tutorial that explains how to set up a reframe server with a locally run indexer and a kubo node: https://curriculum.pl-launchpad.io/curriculum/dev-tools/network-indexer/#tutorial-ipni. This tutorial lacks a few things:

1. It's not discoverable from any of the IPNI repositories
2. it's focused on running an indexer locally

We need to port an updated version of this tutorial over to the index-provider repository so that it's discoverable by prospective publishers. The new tutorial can follow a similar path however it should advertise to cid.contact directly.
