Move to self-hosted libraries instead of CDNS

Looks like cloudflare mirrors most of this stuff so it shouldn't cause any kind of performance hit.

Find any resources (js, css, etc.) that are currently loaded from CDNs, third parties, cloudflare, etc., and mirror them locally.

Update the weekly update CI workflow to get the latest versions of these and include them in its PR.
