Throttle is not applied.

In the Throttle settings, when I enable Throttle outbound mail, after making the adjustments and saving the changes, the changes are not displayed and are not being applied.
The screen reverts to the default options.

ok, i now understand what you mean is it didn't save the changes.
You enabled the "Throttle outbound mails", also set "Period of time", but you didn't set any limit under "Period of time" section.
