Automate testing of decoupled mode in a topology environment

With #2159 merged, we need to make testing in a topology environment easier.

This effort is motivated by certain tests being specific to decoupled mode and topology environments.

If we want to be able to do this in the testing environment, this will require changes in irods_testing_environment as well.
