Add optional TFP endpoint to boot-operator #231

What would you like to be added:
Add an optional endpoint for serving PXE binaries via tftp using e.g. https://github.com/pin/tftp.
I would recommend to have a flag like: --enable-tftp + --tftp-artefacts-dir which will be exposed via the tftp handler.
Why is this needed:
This will dramatically simplify the deployment as there is no need to run tftp on the side.
