Prepare to migrate to DPDK25

The eventual object in this issue is to migrate dpservice to use DPDK25, so as to maintain its stability and foster the usage of new features.

As DPDK25 LTS version is not available yet, the latest version is 25.07, which should be considered first.

By completing this issue, #675 is also covered.
