Add microCeph & `volumepoollet`/`ceph-provider`

Summary

Add the deployment of the volumepoollet and ceph-provider to the ironcore-in-a-box setup. In order to make the Volume API to work we need also to install Ceph (e.g. microCeph) into the Kind node. An example how to do that, can be found in the ceph-provider GH workflow: https://github.com/ironcore-dev/ceph-provider/blob/main/.github/workflows/integration-test.yml#L22

needs an integration with microceph and rook. there is an existing project in microk8s.
Rook expexts a target endpoint which is available with microceph, but no ceph installation needed since this can be reused ... extracting details from the microk8s project.

I started trying to do this in #56.

It is possible to spin up a healthy ceph cluster with rook in kind, but I am unsure if it will function in the ironcore context. I successfully created rbd image and snapshots, but I was unable to mount images in a container (rbd map fails).
