Add Troubleshooting Guide #355

Summary
Add a troubleshooting.md in the docs folder and write there learnings/erros which users might encounter setting up the libvirt-provider in conjunction with ceph-provider or other components. One first learning could be a misconfiguration of the ceph-client on the hypervisor hosts.
