Add finalizer for apinet NetworkInterface #590
Description
When creating a NetworkInterface during the machine creation lifecycle the libvirt provider does not add a finalizer safeguard to the NetworkInterface resource.
This can result in unexpected behavior when a apinet NetworkInterface associated with a not-deleted running machine is removed manually or from another component.
The libvirt provider apinet plugin should add a finalizer libvirt-provider.ironcore.dev/apinet-networkinterface when creating the NetworkInterface resource.
