Apply BIOS Settings provided against default settings of BIOS everytime

Currently, we take the provided settings in BIOSSettings Spec and check/apply only the provided set of settings.

based on the feed back received, this leads to issues over time.
When the setting is changed over time, it might lead it unmonitored old settings.

suggestion is to apply the provided set of settings against the default. this will help apply only the settings provided and rest of the settings remains default settings.

I found the default values to compare against the current values in the BIOS registry for Lenovo and HPE

HPE example:

Dell does not seem to have this value, hence will be hard to match it against the default.
