Handle inProgress BiosSettings Updates when SettingsFlow are changed

The BiosSettings controller overwrites the status of the Flow settings to make sure only one flow setings is in Progress.
But this is causing flaky behavior when one Flow setting which was InProgress is overwritten due to a change in settings flow spec of different priority.
Handle to make sure to have one flowSetting inProgress at a time. error out if the setting flow spec has changed when one flow was in progress.
