Migrate Feature Portlet storage to NamedImageBlob field

The migration script needs a step to migrate the Feature Portlet storage old Image field to NamedImageBlob field.

@paregorios May be I'm on and old database version locally... but I haven't found any instance of Featured Portlet (isaw.theme.feature).

Can you confirm that? If you don't know/don't remember there are chances that is unused. The code is ported to python3 but maybe we can skip developing the migration script
