Custom tolerances should not require rewrite of validation file

We should have the comparison respect the custom tolerance specified in the current validation script, for FULL validations.  Currently one has to update the validation file to get a custom tolerance respected, but that was in there because of the way we were trying (and failing) to get it to work for FAST validation.
