is it likely for the cert to take >90s? the wait itself is ok, just that we should set a long enough period so that >99% of requests don't fail here

Limit to be changed according to AWS's reply. Rethink if there is a need to introduce a queue here - if no, remove comments in InfraService.ts for todos in the future.
