[Maintenance] Centralize java codeformat configuration #673

Problem description (optional)
The formatter configuration we use to format using spotless is currently located in https://github.com/it-at-m/itm-java-codeformat. It would be easier to maintain, if it is located in our centralized refarch repository under java-tools.
Desired solution
Move and further maintain the configuration under java-tools.
Important: If possible we should make sure that the artifact names and paths do not change!
