[Documentation] Create ADR section and document ADRs #674

Problem description (optional)
Currently we do not have a place in the documentation to store architectural decision records.
Desired solution
We show add section to the Vitepress documentation and select a ADR template.
Additionally, we should start by documenting the first ADR for this change: it-at-m/refarch-templates#1248
