Apply autoscaling to all workloads by default #306
Description
This idea is more inline with the proposed changes to the tools section in #289 . With the k8s_autoscaling field has a been enabled, all the workloads should be given an HPA rather than deploying an HPA for an individualized workloads. Though whether or not this should be implemented is based on the answer to the question, are there enough situations in which we want a single workload to have an HPA and the others to not?
