Create a cluster and instance group resource spec for kops

For our remote cluster set ups using kOps, it might be beneficial to use the specs for instancegroup and cluster over what we currently have enabled (using the CLI). However, the scope for enabling this has not been sized. So, some effort will need to be done to determine the best way to generate this template of objects needed.
