Split up logging API and backend (e.g. log4j) #50
This allows to test other logging frameworks such as logback for higher throughput without changing the e.g., Testbed Runtime codebase. Currently applications using the ITM utils logging package have an indirect dependency on Log4J as the Logging class uses the Level class from Log4J.
