Add an option to pause the container instead of stoping

For use in Docker and Modded Minecraft, it would be nice to have the downscales have an option to pause the container instead of stopping, as large modpacks take a long time to start up. I've been currently using a fork of lazymc but found the router has this support as well I thought Ill give it a try if it had support for pausing containers as well.

I will give this feature some consideration.

However...

I just want to make sure you understand that pausing a container (aka the Linux process) does not free up the memory the processes have allocated?

I also want to make sure you are aware that recent versions of Minecraft have added auto-pausing?

Yes that is mostly for Modded Minecraft Modpacks, they are normally behind on versions and take sometimes multiple minutes to start up. Mostly want to save on CPU power costs (This is because mods usually have crazy background tasks that eat of idle cpu time). But if the container is paused/unpaused players will be connected immediately.

I really need to do some refactoring and fix #525 before addressing this. So heads up it might be a little while.
