missing content in members/ and deployers #154

Right now, when you click on "Deployers" or "Members" in the menu line below the title, you end up at single-link pages; to me, this looks really odd.

I would at least expect that the links on these pages match the items in the categories in the footline; for instance, "Members" would have "IVOA Calendar", "Working Groups", "Twiki", etc. It seems these pages are generated as index files of the corresponding directories in the rst, and I'd argue that doesn't work for "Deployers" and "Members" section (at least).

I think my preferred solution would be to take out the "Deployers" and "Members" items from the (prominent) below-title menu line and leave linking to stuff to what's in the footline.

Alternatively, "Deployers" could be a document listing and discussing institutions that have taken up VO standards rather than what's in "For Developers", which is more "Material for Deployers" rather tan Deployers. "Members" could then link to about/member-organizations. Incidentally, that's also where the link below "over 20 member organizations from around the world" should point to (rather than the non-informative members/, as it does now).

My least preferred solution would be to copy the link lists in the footline to index files in deployers/ and members/; but that raises the question of how we sync the two link lists, and, as said above, we should then have "For Deployers" and "For Members" as the anchor texts in the title menu, too.
