There are a couple of proposed additions to the base model for 1.1 "uuid" and "ivoid" that are clearly used as "global" identifiers - it might be useful to have a identifier abstract primitive to make it clear what the intention of these primitives is, as well as allowing for other cases where a model element is intended to be a "global" identifier of some sort.
