Developer-only attributes should have `dev` prefix in their names

Context

Trying to add a custom developer-only attribute disabled_at while creating a new user pool.

In a production environment, this should lead to have an attribute like this: dev:custom:disabled_at whereas the current result given is custom:disabled_at
