Make output downloads optional

Hello!

If possible, I'd like the downloadable artifacts to be an optional setting rather than default. It would reduce the amount of storage used per Action, and I don't currently have a use for them.

This option might exist already, in which case I missed it after reading through the repo and would love to see an example.
