Top attribute on parent container shortens scroller

Hi all,

Sorry for the terrible description but this one is pretty tricky to articulate. 

I have a scrollable section with a fixed position and a top of 80px to push it down a bit. I believe that this is shortening the scrollable area by 80px. Is there some way I can compensate for this?
