Workflow does not respect MAX_LINES when README.md already has activity less than MAX_LINES

I noticed that if my README.md already has entries for activity whose count is less than the MAX_LINES, then the workflow does not respect the MAX_LINES. I need to investigate this further but I noticed this in passing when trying to debug some other issue. I'll investigate it further.
