Notifications

We need a certain notification integration which enables to send out email or slack messages if something is unhealthy or a rollout is stuck etc.

Make a notification collection and push there some notifications from the backend and show them in the frontend.
e.g.
- auto update (if an auto update happened)
- rollout failing
