Brainstorm and implement service request type groupings in the 311 data portal

Examine the interface of the 311 data portal. Brainstorm ways to improve the Service Request Type menus so that they are easier to navigate and grouped for user ease. It may be worth discussing some options with DC government folks that are familiar with 311 data or some of the service request types.

If interested, implement some of the changes to the R Shiny application.
