Fix tests for newer versions of kustomize

At some point (I could not find on the changelog) kustomize stopped using --enable_alpha_plugins and changed it to --enable-alpha-plugins so the tests broke.
The fix would be changing how the tests run

FFR, the kustomize release that changed the flag names was v4.0.1.
