Should we add an option whether to apply sales tax to the shipping charges?

We do this now by default I noticed, but I'm not sure whether it might be good to give the user an option in the configuration panel to select/deselect this explicitly? Point 2 from https://www.avalara.com/learn/whitepapers/shipping-handling-sales-tax/ made me wonder about the above.
