Transfer out: django-constance to Django Commons

I'd like to initiate the transfer of the project django-constance out of the Jazzband organization.

Reason

Following the Jazzband wind-down announcement (March 2026), projects are expected to move to new homes. (jazzband/help#425)

As one of the project leads of django-constance, I propose transferring the repository to the Django Commons organization.

We will coordinate repository transfer, PyPI ownership updates, and CI/CD changes during the migration.
