Enable org-global discussions

I want to suggest having org-global discussions set up. It'd require selecting one of the repo discussions as org-wide (I typically use the .github repo for it). This could be a good home for things like #125 or #196, and would improve overall transparency. Or anything that clearly isn't an issue/bug.
