need help compiling into a dll

I need to be able to build a Windows DLL out of this. I have successfully built the Visual Studio solution with Cmake and can compile the package as is. However, I do not know the best way to make the functions available in a DLL. My skills are rather lacking in Visual Studio, and it would be great if you could give me some advice. I'm running Visual Studio 2015. Thank you.

error: CMAKE_FORTRANCOMPLIER NOT FOUND, (VS2015+MINGW+CMAKE). Can you give me some advice？
