Add device-independent (Tier 1) configuration for Septentrio receivers: a gpsprot.ConfigProtocol/Configurator so --gnss/--pps/mode/fixed-position/etc. work through satpulsetool gps and the daemon's auto-configuration, rather than only through message files.
Follow-up to the core Septentrio support (#340); depends on the SBF decode and the ASCII command channel from it. Built with the implement-configprotocol skill, which owns the process and the gpshwtest/SEMANTICS.md contract; the plan records only the Septentrio-specific inputs (property-to-command mapping, capability gating, save/reset, probe via getReceiverCapabilities). Both mosaic-G5 and mosaic-X5 are supported, tested on the G5 first.
