Add RINEX observation-file support for Septentrio, converting SBF MeasEpoch (optionally enriched by MeasExtra) raw measurements to rinex.SignalObservation records: a gps/lib/rnxsbf package, the analogue of gps/lib/rnxubx.
Follow-up to the core Septentrio support (#340); depends only on the gps/lib/sbfbin MeasEpoch/MeasExtra decode from it, plus gps/lib/rinex. Observation files only, not navigation files. Both mosaic-G5 and mosaic-X5 are supported.
