Subtitles won't disable even when set to NONE

Describe the bug

When setting subtitles to b NONE on Jellyfin server it continues to display subtitles. I've read others with this issue and no resolution other than removing subtitles from the movie file itself. NONE should mean NONE, not "except in this case or that case .."
