Allow publishing just a single topic to docx

Right now if I attempt to publish a single topic to docx I get a premature end of file error in the "document.flat.xsl".
Feedback from one of our clients:

 It is more convenient if supporting Word for a single topic for review. Otherwise, we need to create a new map and contain the topic need to be reviewed and then publish.
