could you add dedicated encoding settings to the global download format panel?

right now the global format options don't cover encoding controls.
it's really inefficient to adjust encoding one by one when grabbing bulk videos from multiple users.

Great idea, I'll add a setting for this to the download settings. It wont fit in the bottom where the resolution select is, so it does have to go into the settings.

Will make a feature request issue for this, so it doesn't get lost and it can be worked on for a next release.
