Spot reclamation caused build failures in core build

Summary

I haven't checked if its widespread but this build had linux 21 and 25 fail twice on spot:

Thoughts on:

• non spot on second attempt for Linux - Windows already has this: https://github.com/jenkinsci/jenkins/blob/4df1ecc559d527f93d738c567209f5addc9e2da3/Jenkinsfile#L75
• more attempts?

Thanks, you are correct in you analysis. Your proposal on "non-spot for Linux containers on 2nd attempt" looks good. I'm sure you already asked for it and I guess we forgot to implement it, sorry.

TL;DR;

• Need to add a node pool in https://github.com/jenkins-infra/terraform-aws-sponsorship/blob/main/locals.tf#L72-L101 to support non spot with agent labels
• Then update the pipeline library and/or pipeline
