LTS 2.541.1 release

As the incoming LTS 2.541.1 release include major changes in several areas, it deserves its own issue, allowing to capture what has been done in various places.

On the packaging and release side¹

• pkg.jenkins.io:
  • [pkg.jenkins.io] Unify RPM Jenkins packages (RedHat/OpenSUSE) ✅
  • [pkg.jenkins.io/release.ci.jenkins.io] New Jenkins Packaging GPG key ✅
• get.jenkins.io:
  • Add .war.asc to get.jenkins.io ✅
• docker controller images:
  • Publish Docker controller LTS images from a stable-<release-line> branch ✅

Post-release
On the infra/packaging side:

• Update ci.jenkins.io, trusted.ci, cert.ci and release.ci to latest LTS version 2.541.1 #4965
• Older Jenkins LTS releases are gone in redhat-stable package repo metadata jenkinsci/jenkins#26156

On the doc side:

• Restore LTS signing key instructions in blog post jenkins.io#8746

In Jenkins Core itself:

• Require Java 21 or newer jenkinsci/jenkins#26018

This will NOT be part of the 2.541.x LTS line. It has been removed from jenkinsci/jenkins#26070. See also https://groups.google.com/g/jenkinsci-dev/c/BSobSs2bFik/m/mhv5hcUpBwAJ
