Setting up `cd: enabled: false` fails silently to create Artifactory groups and permissions

Reproduction steps

See jenkins-infra/helpdesk#4896 which was fixed #4792

Expected Results

Using

cd:
  enabled: false

should work the same, wether it is explicit or not.

OR

it should trigger an immediate error to avoid a PR to be merged and/or explicit builds logs to diagnose

Actual Results

See jenkins-infra/helpdesk#4896 => the plugin is silently (e.g. no logs so hard to diagnose) treated by RPU, but the Artifcatory groups and permission are not created leading to HTTP/403 when plugin maintainer tries to release.
