Default `JENKINS_VERSION` should be updated more frequently

What feature do you want to see added?

To avoids issue like #2148, the default JENKINS_VERSION used for local builds or builds on ci.jenkins.io should be updated more frequently than just when we're adding or removing support for a JDK version.

We could add an updatecli manifest to update this version on new jenkinsci/jenkins releases for example.

We're waiting for tomorrow's LTS release to be completed to confirm that #2202 is updated as expected before closing this issue.
