Builds sometime stuck on Windows after creating `gpg`'s public-keys.d directory

Notice that builds are sometime timing out after public-keys.d directory creation by keyboxd.

Skipping keyboxd daemon altogether with #2399, this issue can be closed when integrated in stable-2.568 branch too.
