Integration Tests - create packer scripts for windows integration tests, ensure it works

Currently, windows tests are not working because of

• the image is no more there for windows 2016 at the mentioned location the scripts
• chocolatey related commands not working for java installation
  • also as we are just installing java it is better not introduce chocolately as an additional dependendency and probably see if simple standard java installation works

Also the test execution experince differs between linux and windows where the latter requires more manual steps and environment variable exporting..

Make sure the tests work in windows and simplify windows test execution experience
