[JENKINS-75461] Please add a "Insert build step" button at the TOP of the build steps #16687
Description
In freestyle projects, the "Add build step" button is at the bottom of the list.
When I want to add a build step at (or near) the top of the existing steps, I have to add the step, then drag it all the way to the top.
Would be nice to also have a "Insert build step" button at the top of the list; maybe even having inconspicuous "plus" buttons between all the steps.
