add update indicator (badge) to System in Manage Jenkins

When looking at the Manage Jenkins page, pending update are indicated for plugins using a badge:

However this is not done for pending system updates:

Although pending updates are available:

I think pending system updates are better discoverable when adding such a badge.

This cannot really be fixed in a useful manner by just adding a badge count somewhere. The plugin manager has a real UI on the Manage page, updating core does not. Putting it on "System" as shown makes no sense, since clicking on it will not take you anywhere you could apply the update.

There's also the complication of the upcoming overhaul (or rather removal) of the Manage Jenkins overview.

True, I have been looking at the repository if there was something else I could do, but now that there is a overhaul coming I will stop progressing.
