Make pipeline-build-step dependency optional

What feature do you want to see added?

#1263 introduce a dependency to the pipeline-build-step plugin. That plugin has some security implcations as it makes it possible for one pipeline to trigger the build of any other pipeline, which is a bad thing in a jenkins instance where you have enabled authorization policies.
I would like the pipeline-build-step plugin dependency to be optional, so adding this plugin is optional if you're fine with the security impact.

This is a core pipeline plugin installed on 93% of controllers.

You should be able to disable the build step using the Extension Filter plugin: https://plugins.jenkins.io/extension-filter/.

Optional dependencies introduce complexity and additional risk. They are normally reserved for more niche usecases or API plugins.

Unless others feel this is worth it I don't think we should take this feature request.
