[JENKINS-71103] Add a configuration to allow users to choose whether to immediately execute or not execute when missed tasks  #482

The machine crashed last night, so the scheduled tasks did not run. When the machine was turned on this morning, the tasks were automatically executed, but there were users using the machine during the day, so the deployment could only be done at night. Therefore, can a configuration be added to allow users to decide whether to immediately execute or abandon the execution if the scheduled task is not executed?
