Scoring by Build Results always resulting in zero score (JENKINS-70726)

Jenkins and plugins versions report

1. Installed and Enabled the "Scoring Load Balancer" plugin

2. Added "Scoring by Build Results", using all default settings

3. Enabled logging for the plugin

4. Scores are always zero, thus the previous build results are not affecting the score

Both "Scoring by Node Loads" and "Scoring by Node Preferences" appear to be working correctly.

What Operating System are you using (both controller, and any agents involved in the problem)?

Hello. We plan to use this plugin, but we are only using pipelines job. Do you know if there is any blocker with the suggested PR ?

We will mainly use "Node preferences" to score our nodes, but we also want to enable a kind of sticky build: reuse the last node if available and no better node is ready. So, we plan to use the "Build result" scoring to do that.

Hello, I take a look on your comments on the PR. If I understand well, your request to add tests depends on our capacity to solve "issue 15" first ?

I could eventually contribute tests for #163 but don't have enough skills in Jenkins to understand why actual test framework fail. Or I miss something ?

My skills are pretty basic too, that's why i need help to solve it. maybe it's enough to enable those tests now and check if the pr fixes them.
